PostalDataPI uses a single flat per-query rate because the operational cost of serving one query is the same as serving the millionth. Tiered pricing exists primarily to extract more revenue from buyers who can't shop around — small businesses pay the highest per-query rates, large enterprises negotiate down. We don't do that.
